About this Role

The Energy Investment Programme Manager is responsible for the effective implementation of the Sustainable Energy 2 Programme in the Democratic Republic of the Congo. This role involves overseeing project staff and mobilizing project inputs to ensure the successful delivery of clean energy solutions aimed at reducing deforestation and emissions. The incumbent will work closely with various stakeholders, including government, private sector, and civil society, to achieve strategic goals. Reporting to the Regional Investment Specialist, the manager will lead the design, planning, and execution of investment activities while ensuring compliance with UNCDF and UNDP regulations and procedures.

Responsibilities

  • Lead the design, planning, and implementation of Sustainable Energy 2 investment activities.
  • Oversee programme operations and ensure compliance with regulations and procedures.
  • Manage financial resources and prepare technical and financial reports.
  • Build and maintain partnerships with government, private sector, and civil society.
  • Supervise the investment officers in executing investment transactions.
  • Develop strategies to secure co-financing from other investors.
  • Foster a collaborative environment and support professional development within the team.
  • Coordinate project implementation and ensure compliance with guidelines and frameworks.
  • Liaise with partners and stakeholders to support programme goals.

Requirements

  • Advanced degree in Natural Resource Management, Renewable Energy, or related fields.
  • Minimum 7 years experience with a master’s degree or 9 years with a bachelor’s degree in managing development programmes.
  • Experience in renewable energy investments, including solar and clean cooking.
  • Proven ability to manage technical and administrative teams.
  • Fluency in French and English.
  • Experience coordinating large multi-stakeholder projects.
  • Familiarity with UNCDF, UNDP, or similar international organizations.
