About the fund

The Painted Desert Project is a large-scale solar energy initiative led by Navajo Power on the Navajo Nation. Located on 4,500 acres, the project represents a new model for clean energy development—one rooted in Indigenous self-determination, equitable ownership, and long-term economic benefit for tribal communities. The development has required years of groundwork, including extensive community engagement and negotiating grazing rights with dozens of local permit holders. Beyond energy generation, the project is designed to address structural inequalities tied to past extractive industries. Navajo Power’s financing approach includes grants, program-related investments, and impact-first capital from foundations and mission-aligned investors. The project is structured to ensure that Indigenous communities retain equity, decision-making power, and control over the land and its benefits. Painted Desert serves as a blueprint for how tribal nations can lead the U.S. energy transition while protecting community interests and avoiding the extractive dynamics of traditional infrastructure development.
