They look specifically at Asbury Park, New Jersey, where $19.6 million in tax such incentives have led to huge increases in property value, but have not helped educational outcomes, with only 10% of third graders reading at grade level.
Alongside the critique of PILOTS for economic development, which often disproportionately benefit developers, the panel looks at alternative funding mechanisms to achieve equitable development.
