In episode three of The Activest Podcast, Micah, John, Homero and Ellen discuss the impact on communities of the tax incentive scheme called payments in lieu of taxes, or PILOTs.
They look specifically at Asbury Park, New Jersey, where $19.6 million in tax such incentives have led to huge increases in property value, but have not helped educational outcomes, with only 10% of third graders reading at grade level.
Alongside the critique of PILOTS for economic development, which often disproportionately benefit developers, the panel looks at alternative funding mechanisms to achieve equitable development.
