About this Role
The Massachusetts office of Local Initiatives Support Corporation (LISC) is seeking a skilled and experienced housing lending professional to take on the role of Senior Program Officer for Lending & Investment. This position is key to leading LISC Massachusetts’ priorities related to building and preserving affordable housing and supporting efforts to decarbonize the state’s housing stock through various means including direct lending, technical assistance to affordable housing developers, and statewide housing policy advocacy. The role involves significant collaboration with local partners, stakeholders, and government agencies to address critical housing and economic development challenges. The successful candidate will report directly to the local Executive Director and will leverage their expertise to support and expand on LISC’s mission and initiatives.
Responsibilities
- Serve as the primary business developer and originator of loans for new and existing multifamily affordable housing and other properties.
- Underwrite lending transactions including acquisition loans, predevelopment loans, construction loans, mini-permanent and permanent loans, and bridge financing.
- Perform credit analysis including borrower financial and operating performance and feasibility analysis.
- Provide technical assistance to borrowers and prospective borrowers.
- Conduct due diligence, draft credit memoranda, present loans to the credit committee, manage the closing process, and work with Asset Management post-closing.
- Design or refine debt and equity products to meet market needs.
- Collaborate with LISC’s Green Homes program staff on lending products focused on affordable housing decarbonization projects.
- Coordinate with municipalities and state agencies in executing strategic housing funds.
- Develop and maintain relationships with local community development financial institutions, national LISC teams, and LISC affiliates.
- Leverage stakeholder and client relationships to build a pipeline of affordable housing and other lending opportunities.
- Develop and market products to drive loan and investment activity, especially in Gateway Cities.
- Maintain relationships within LISC Lending and collaborate on various credit and investment programs.
- Stay aware of opportunities for loans in additional asset classes such as community and educational facilities, commercial developments, and economic development projects.
- Work with the Executive Director on developing and advancing LISC Massachusetts’ housing policy agenda.
- Manage relationships with public and private sector partners to advance said agenda.
- Prepare reports and presentations for investors, funders, and other stakeholders as needed.
- Create content and strategic messaging about the impact of LISC’s lending and investment activity.
Requirements
- Bachelor’s degree from an accredited college or university, or relevant work experience.
- Master’s degree in real estate, finance, urban planning, public administration, or related field (preferred).
- At least five years of experience in lending, finance, community development, or related field.
- Familiarity with the Massachusetts housing market and various financing programs available to support projects.
- Knowledge of financing products such as predevelopment, acquisition, construction, bridge, and permanent loans, and equity investment.
- Ability to manage multiple, complex transactions and programs.
- Strong understanding of housing finance policies, strategies, tools, and familiarity with local, state, and federal housing programs and resources.
- Demonstrated interest in LISC’s community development mission, including climate action work.
- Commitment to racial equity.
- Excellent writing, financial analysis, and verbal communication skills, including public presentation.
- Full proficiency in Microsoft Office, particularly Microsoft Excel.
