JCF seeks an entrepreneurial, results-oriented Head of Programs, who is a member of the organization’s leadership team to lead the organization’s Programs Team.

The Justice Climate Fund (JCF) is a purpose-built, non-profit corporation created to lead a national coalition to deliver on its successful application for the Clean Communities Investment Accelerator program (CCIA), a program of the EPA’s Greenhouse Gas Reduction Fund (GGRF).


The Justice Climate Fund will maximize its $940 million award to achieve the GGRF’s goals of rapidly reducing greenhouse gas emissions, transforming low-income and disadvantaged communities through increased benefits (environmental, energy, climate, health, and economic), and attracting matching private capital for investment into qualified projects. The CCIA program specifically awarded funds for JCF to:


  1. Develop and administer training to build green financing capacity for CDFIs.
  2. Provide other technical assistance services to assist in building demand for qualified green lending projects.
  3. Grants to qualified community lenders to a) enable the design, development, and launch of new green financing programs and b) capitalize these qualified community lenders to build demonstration portfolios and attract additional private capital.

While JCF is a new organization, it is supported by and draws from the experience of its founding members, who represent a broad cross-section of environmental justice, community development finance, impact investing, and other organizations. JCF’s coalition includes over a dozen technical assistance partners who will not only help deliver technical assistance services to community lenders but also help reach community lenders that are best positioned to serve low-income and disadvantaged communities across the country and already serve 84% of Justice40 communities.


About the Position


JCF is a selectee of the CCIA Program, part of the Environmental Protection Agency’s (EPA) Greenhouse Gas Reduction Fund (GGRF), to affordably finance clean energy projects that promise to deliver healthier air, greener transportation, cleaner water, and better-paying jobs to communities across the country. With its award, JCF will stand up a Community-Based Green Lender Certification Program to ensure that community lenders – especially U.S. Treasury-certified Community Development Financial Institution Banks (CDFI Banks), Minority Depository Institutions (MDIs) small and large CDFI loan funds directly serving communities that the program targets receive funding.


To move JCF to its next level of success, JCF seeks an entrepreneurial, results-oriented Head of Programs, who is a member of the organization’s leadership team to lead the organization’s Programs Team.  Reporting the CEO, the Head of CCIA Programs will ensure programmatic alignment and lead an evolution of JCF’s strategic and operational programmatic approach to ensure the long-term impact of our work.


Job Responsibilities:


Program Design & Implementation

  • Serve as a thought leader with the CEO and leadership ensuring JCF’s offerings align with organizational growth as a national leader in climate finance
  • Manage and oversee JCF’s CCIA program design and implementation across the award period
  • Develop and monitor effective programming that meets defined objectives and ensures the effective delivery of services to our community lenders and the EPA
  • Support continuous improvement of programming to ensure maximum impact and ensure compliance with CCIA workbook and work plan
  • Drive outcomes measurement and evaluation efforts to assess program effectiveness and inform continuous improvement


Partnership Strategy

  • In partnership with the CEO, leadership team, and Board build, iterate, and execute a partnership strategy that will allow JCF to scale programming
  • Work with coalition members to solicit feedback from program strategy and implement programmatic strategy


Team Management

  • Lead, manage, supervise, and coach a team to meet strategic goals and translate key strategies into operating activities that drive JCF’s training programs forward
  • Champion a positive work environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating diverse talent



  • Bachelor’s degree required; Related advanced degree preferred
  • Must be deeply aligned with JCF’s mission, demonstrating a genuine passion for and experience in environmental justice and community lending
  • Experience working with or within technical assistance providers
  • Comfortable in a changing organization and political climate, and able to excel by operating with a sense of urgency while remaining flexible, open-minded, and adaptable
  • Experience collaborating with NGOs, governments, and the private sector
  • Consistently seeking innovative solutions and strategic opportunities for organizational advancement and scalability
  • Proven track record of leadership and strategic thinking, with experience driving significant growth
  • Demonstrated success in building and leading teams, with a focus on achieving organizational goals and fostering a culture of collaboration, accountability, and continuous learning
  • Ability to deliver measurable outcomes through creativity and data-driven decision-making
