The City of Birmingham seeks a dynamic and experienced Chief Resilience & Sustainability Officer (CRSO) to lead and coordinate efforts in building a more resilient and sustainable community. The CRSO will play a crucial role in developing and implementing a comprehensive resilience and sustainability strategy that enhances the city’s ability to withstand, respond to, and recover from acute shocks and chronic stresses, including but not limited to economic challenges, environmental changes, and public health crises. The successful candidate will play a pivotal role in identifying key challenges, prioritizing projects, securing funding, and implementing initiatives in collaboration with City departments and the community.

 

RESPONSIBILITIES

Resilience & Sustainability Strategy Development:

  • Lead the development of a robust resilience and sustainability strategy for Birmingham, including intersecting challenges of economic, environmental, and social resilience.
  • Utilize data-driven approaches to assess vulnerabilities and engage in risk analysis to inform strategy development.

Policy Advocacy:

  • Advocate for policies that promote resilience and sustainability within city government and at regional, state, and federal levels.
  • Stay informed about emerging trends, technologies, and best practices related to resilience and recommend policy adjustments accordingly.

Project Prioritization and Implementation:

  • Work closely with City departments to prioritize and implement projects based on their potential impact and alignment with the City’s overall resilience and sustainability goals.
  • Identify federal funding opportunities and grants to support resilience and sustainability projects. Develop compelling grant proposals and collaborate with relevant City departments to secure federal funding for key initiatives.

Collaboration with Departments:

  • Foster strong collaboration with various City departments to integrate resilience and sustainability considerations into their respective functions.
  • Work with Community Development; Transportation; Planning, Engineering, and Permits; Innovation and Economic Opportunity; Public Works; Fleet Management and other relevant departments to ensure a holistic and coordinated approach to resilience and sustainability.

Community Engagement:

  • Work collaboratively with community organizations, businesses, and residents to build a unified citywide resilience and sustainability approach.
  • Engage with the community to gather input on resilience and sustainability priorities and incorporate community perspectives into the strategy and project implementation.
  • Support outreach programs to raise awareness and ensure community participation in resilience initiatives.

Monitoring and Evaluation:

  • Establish monitoring and evaluation mechanisms to assess the effectiveness of resilience and sustainability projects.
  • Regularly report on project progress to City leadership, stakeholders, and the community.

Data Analysis and Reporting:

  • Utilize data and analytics to identify vulnerabilities, measure progress, and inform decision-making related to resilience and sustainability initiatives.
  • Establish monitoring and evaluation mechanisms to assess the effectiveness of resilience and sustainability projects.
  • Prepare and present regular reports to City leadership, stakeholders, and the community on the status and impact of resilience and sustainability programs.

Team:

  • Report directly to Mayor Randall L. Woodfin and participate as a member of the Executive Leadership Team.
  • Manage a current team of two, projected to grow in the coming months through grant funding.

 

QUALIFICATIONS

  • A bachelor’s or master’s degree in a relevant field such as urban planning, public administration, environmental science, or a related discipline; OR equivalent experience.
  • Proven experience in developing and implementing resilience and sustainability strategies in a municipal or comparable setting.
  • Strong leadership and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Knowledge of local government operations, policies, and community dynamics.
  • Familiarity with relevant federal, state, and local regulations and initiatives related to resilience and sustainability.
